A radiological incident is usually caused by the impact of natural disasters, human error, or attacks on nuclear power plants and radiological dispersal devices (RDDs). Especially in the current climate, the higher likelihood of natural disasters and the increasing threats of terrorism have recently raised lot concerns over radiological incidents. The existing research on casualty response has come out with frameworks and these frameworks still leave many issues such as how locates alternative care facilities (ACFs), how many casualties to transport from one facility to another and so on. Here, the paper focuses on using a location-allocation model to systematically plan casualty response during radiological incidents. In details, the model minimizes the total weighted transportation time of casualties and gives a location plan for ACFs and an allocation plan for casualties by considering casualty triage and the movement of self-evacuees. The case study of a RDD situation in Los Angeles is also given and as a result, several rules of thumb for casualty response planning are summarized. The study aims to help planners better understand the response supply chain and respond effectively to radiological incidents.
主講人介紹:
1991年本科畢業(yè)于華中科技大學(xué),1994年和1997年在日本東京大學(xué)分別獲得碩士和博士學(xué)位。現(xiàn)為日本福岡大學(xué)教授,日本運籌學(xué)會會員和亞洲管理科學(xué)與應(yīng)用協(xié)會會員。主要從事運籌學(xué)的應(yīng)用的研究,在Transportation Research Part E, Socio-Economic Planning Sciences, Zeitschrift fur Angewandte Mathematik und Mechanik, Operations Research Transactions, International Transactions in Operational Research等雜志發(fā)表學(xué)術(shù)論文28篇,出版學(xué)術(shù)專著3部。研究工作得到了日本政府自然科學(xué)基金、GE基金、信息處理基金以及日本運籌學(xué)會等的資助。曾多次擔(dān)任國際學(xué)術(shù)會議組委會委員。
